sm8250-common: Customize network options for VoLTE

* Our modem only registers for IMS when forcing a 4G/5G network

* Enable world_phone_bool to use PreferredNetworkModePreferenceController
  instead of EnabledNetworkModePreferenceController in settings.
  This will show all the options in @array/preferred_network_mode_choices
  untouched.

* Overlay those options to make it easier for users
* We also need to overlay all translated arrays, or it would use
  the translations in packages/apps/Settings
