thermal: update temporary thermal table for camera APP
Google camera APP can't launch when thermal-hal SKIN related
variables are null so update the temporary thermal table for camera APP.
Bug: 112570141
Test: Camera app can be launch after phase in temporary thermal table
$ adb shell lshal debug android.hardware.thermal@1.1::IThermal/default
