The gpsonextra servers are no longer being used on newer nexus devices and
the data files can only be served over http without ssl, so let's change
to the izatcloud servers in support of CVE-2016-5341.

* Mounting /system and /vendor partitions is handled in kernel now,
however removing the entries from fstab caused issues building
the OTA. The workaround was to have a separate fstab, but turns out
that simply setting the recoveryonly flag does the trick because
those are then ignored during a normal Android boot.

Verified: audio in Hangouts, Play Music + EQ, YouTube,
audio over A2DP and USB.
Soundtrigger seems to be working--the device wakes up to lockscreen,
need to dismiss it manually, and then Assistant prompt appears
immediately by itself. Looks to me more like an issue with Assistant
rather than with s/t.

Having this HAL impl in place was confusing VTS tests runner
as broadcast radio HAL was present in the output of 'lshal'.

the dtd schema inside media_profiles.xml with an external reference to
