22/n: Remove "flags" parameter from authenticate and enroll
Not used and ambiguous. Also fixed naming for hardwareAuthToken param in areas that were previously missed. Bug: 157790417 Test: Builds Change-Id: I55f73d519cd3c69c4c03b6408588e793c8553869
