Enhances test cases for isA11yCategoryService
Enhances test cases for isA11yCategoryService by adding test cases
to specify three kinds of A11yCategoryService:
1.sysA11yTool
2.nonSysA11yToolFromAllowedInstallerInAllowedList
2.nonSysA11yToolFromValidInstallerWithoutAllowedList
