Use KeyguardVisibilityHelper for CommunalHostView.
This changelist uses KeyguardVisibilityHelper for
CommunalHostView by allowing KeyguardVisibilityHelper
clients to specify at construction that they would
like to be shown on communal.
Test: atest KeyguardVisibilityHelperTest#testVisibleOnCommunal
