Move tests from DisplayPolicyLayoutTests to WindowLayoutTests
This is a step to move the layout logic to the client side. We won't
have DisplayPolicy#layoutWindowLw then.
This CL also renames computeWindowFrames to computeFrames because we
already have "Window" in the class name.
