Fold to AOD animation: add screen off animation controller
Adds generic ScreenOffAnimationController that controls
different screen off animations. Currently it delegates
everything to unlocked screen off animation controller.
I will add fold to aod animation controller in the
next CLs.

Test: screen off/on animation when unlocked
Test: screen off/on animation when locked
Test: screen off/on animation when timed out
Test: fingerprint unlocking from aod
Test: show/hide percentage in battery indicator
