Allow dev tools to suppress clipboard overlay.
Overlay can be suppressed with the extra com.android.systemui.SUPPRESS_CLIPBOARD_OVERLAY
That extra is *only* honored in two cases:
1. We are running in the emulator
2. The source package is com.android.shell
