Represent VelocityTracker Strategy as enum class.
Use enum class to represent VelocityTracker Strategy, instead of const char*. Bug: 116843422 Test: atest VelocityTrackerTest Change-Id: I205ccaa290e0d0b9a1da73e93ea03a0ed8f3ed0d
