Introduce builder pattern in ImageWriter class
- allow ImageWriter to set usage flag on the buffer
- allow app to provide HardwareBuffer.Format which is 1:1 mapping with
the HAL PixelFormat
- invovle dataspace setter into ImageWriter build pattern
- allow app to override image width and height
