Support for general reduction kernels.
Requires coordinated change in frameworks/base.
Requires coordinated change in frameworks/compile/libbcc in order
for RsTest to run.
At present, general reduction kernels are run single-threaded.
Also: Remove dead struct field MTLaunchStructForEach::sig.
