Bump sysRefCount for new objects from the runtime
Bug: 27814601
Slang expects any new rsObjects to have sysRefCount 1, and adds a
rsClearObject() call when the rsObject goes out of scope.
To match this expectation, all runtime functions that create
rsObjects need to bump up their sysRefCounts to 1.
