power: battery: batt_shutdown_lock was held not release.
When the battery voltage is critical low.(v<3.2V)
Driver will hold the lock and force level = 0 to trigger system shutdown.
But if the cable is exist, system will keep running.
Unlock the lock when the cable is exist to solve this.
