qcacld-2.0: Use variable length for Ext Cap IE
prima to qcacld-2.0 propagation
Ext Cap IE is defined as fixed length in driver. But some
AP sends beacon or probe resp with variable length of
Ext Cap IE, then dot11f will decode it to invalid value.
To fix this, use variable length for Ext Cap IE.
