msm: mct: Control the MCT enable/disable notification sent to PMIC
Add a module param to control the MCT driver to send or not
send the MCT enable/disable notification to PMIC regulators.
This notification control parameter is disabled by default.
To enable the MCT enable/disable notification to be sent to
PMIC, use the below method commands,
echo N > /sys/module/mct/parameters/enable
echo Y > /sys/module/mct/parameters/notify_pmic
echo Y > /sys/module/mct/parameters/enable
