ARM: dts: Bump up bandwidth requests for legacy video decoders
Increase the bandwidth request of DDR and OCMEM by a factor 1.1x to
account for the new DCVS algorithm. The core0 (HEVC) had previously
been increased by 1.5x as part of 6944042c6191df5cd18eaea34e054c887\
e7a96d4.
The increased bandwidth request allows for clips which stress the system
meet performance goals.
