usb: phy: qusb: Enable D+/D- clamp and powerdown the PHY on disconnect
1mA leakage is observed on 1.8V LDO if we don't clamp D+/D- outputs
to MPM and if we don't powerdown the PHY on cable disconnect.
Set CLAMP_N_EN to 0 and POWER_DOWN to 1 to properly collapse 1.8V
USB LDO.
