clk: qcom: clock-alpha-pll: Support for dynamic alpha plls
Dynamic alpha plls allows frequency to be changed on-the-fly without
first execution of a shutdown procedure followed by a bringup
procedure.
Add an new member in alpha_pll_clk structure to distinguish slew-able
plls. Also adds new clk_ops for dyna alpha pll.
