flash-{taimen,walleye}_defconfig: Enable SUSPEND_SKIP_SYNC
FS sync takes long (tens of seconds) to finish sometimes, which would
possibly block Android suspend/wakeup sequence, ending up with a system
server restart or watchdog reset. To avoid this situation, disable sync
at suspend. We don't have to concern about losing FS content on a
battery backed smart phone.
