Revert "sched: turn off the TTWU_QUEUE feature"
This should not have been added. It is already present in the tree
as 371435451a69 ("sched: turn off the TTWU_QUEUE feature") and was
turned back on in ac087abe1358 ("Merge android-msm-8998-4.4-common
into android-msm-muskie-4.4").
This reverts commit cc154f28a7fa2b5ea3ad963ddaf389db0cb57018.
