arm64: Fix build with CONFIG_MODULES=n
This got removed in c0a49426e40a ("add a workaround for ld.gold crash
with ARM64_MODULE_PLTS"), when it shouldn't have been because it
came from mainline in 07f980d3cdbb ("UPSTREAM: arm64: Only select
ARM64_MODULE_PLTS if MODULES=y").
