build: allow boards to declare "extra" configuration sets
A product can set KERNEL_EXTRA_CONFIG in its AndroidBoard.mk file such
that additional files are appended to the generated defconfig file.
The order of precedence from lowest to highest is:
- $(KERNEL_DEFCONFIG)
- ext_config/$(KERNEL_EXTRA_CONFIG).config
- ext_config/eng_bld.config (for eng and userdebug builds only)
- ext_config/eng_bld-$(KERNEL_EXTRA_CONFIG).config (for eng and
userdebug builds only)
