arm: configs: tegra12: enable netfilter TCPMSS
Enable CONFIG_NETFILTER_XT_TARGET_TCPMSS option to rewrite
upstream TCP MSS according to outgoing interface MTU, for tethering
use cases.
Option is expected by Android netd server NatController.
