bcmdhd: Notify BSS connect done on WL_STATUS_CONNECTING set
Issue: On Scan always enable, user can generate continuous
connect and disconnect cfg calls. In this scenario time for
STA connection time is ~20 sec inconsistently.
Reason: Due to continuous wl_cfg80211_connect and
wl_cfg80211_disconnect the WLC_E_LINK UP event got dropped
in wl_notify_connect_status function.
Solution: Check for WL_STATUS_CONNECTING state also in
wl_notify_connect_status function before WLC_E_LINK UP
event drop.
