Revert "mm: swap: Actually set QUEUE_FLAG_FAST bit"
Reason: This flag breaks the ability to switch off zRam again
(swapoff command irreversibly hanging)
This reverts commit d70b4f953a7ec8c124ba7af654c92e470180e16c.
