wlan: HAL interface for ini for different timesharing for WLAN/BT
In the case of WLAN/BT sharing while connected with a 2M headset
the throughput drops very low.
Add ini params which when set to custom values will use different
timesharing for WLAN/BT when A2DP is going on with a 2M headset.
