wlan: Do not start auto bmps timer when aggregation is disabled
On receiving disable aggregation indication, device is put
to full power and auto bmps timer is stated if there is
infra session. This results in enter_bmps request to be
sent during SCO which will lead to BT missing interrupts.
Fix is to not start auto bmps timer when device is put to
full power as part of disable aggregation indication.
