Bluetooth: track enabling in dumpsys
Move basic state dumpsys to here from AdapterService.
Track which apps are enabling and disabling Bluetooth, including BLE
apps, and show the apps in the dumpsys logs.
Test: start phone and enable/disable, take bug report
