Fix CtsNetTestCases in instant mode
Skip tests that cannot run in instant mode, as WifiManager is not
available, and the test cannot bind to sockets in instant mode.

Test: atest CtsNetTestCases -- --enable-parameterized-modules \
--abi arm64-v8a --module-parameter instant_app
