libsnapshot: Add EnsureMetadataMounted
In recovery, client is responsible for calling
EnsureMetadataMounted before doing (almost) all
operations on SnapshotManager, e.g.
- CancelUpdate() before sideloading
- BeginUpdate() on retrofit Virtual A/B before sideloading
- Finishing merge before flashing
