Move bpf project out of netd
The bpf project will be moved into system/bpf in order to serve the
general bpf program loading purpose. Move the general bpf project into
the new directory without modification. The file deleted here is exactly
the same as the initial check in inside system/bpf.
Test: this commit does not compile.
