Also clear DNS state when calling destroy network
Implemented for both binder and CommandListener versions.
If there are not callers of ndc, then we can in a future
change delete CommandListener::ResolverCmd.
Also: require NETWORK_STACK instead of CONNECTIVITY_INTERNAL.
