Rewrite the EBPF kernel program
Rewrite the traffic accounting program loaded into the kernel so the
packet and bytes through a specific uid will always be recorded inside
uidstatsmap no matter the socket is tagged or not.
Test: -m CtsNetTestCases -t android.net.cts.TrafficStatsTest
