Add a netd_aidl_interfaces-platform-java build rule.
This CL creates a build target for the latest version of the netd
stable AIDL interfaces. This is needed to ensure that all
non-updatable code in the system server uses the same version,
as mixing different versions of generated classes results in
incorrect behaviour and crashes.
