Use the new loader to install netd eBPF programs.
With the recent changes in bpfloader, the netd traffic controller no
longer needs to create the maps when it starts, instead, all the programs
and maps are created by bpfloader now and netd needs to attach the
programs to cgroup root directory properly at startup time.
