Merge snapshots before applying the next OTA.
Execute CleanupPreviousUpdateAction that
calls DynamicPartitionControlAndroid::CleanupSuccessfulUpdateInternal
before everything else so that it'll finish merging
previous update before starting a new one.
Test: reboot after OTA, then immediately apply a new one.
