Implement REPLACE_XZ on the update_engine.
This patch introduces the REPLACE_XZ operation, very similar to
REPLACE_BZ but using the XzExtentWriter instead. Minor cleanup of the
growing list of operations included in this patch.

Test: Added unittests.
